Distribution of Non-School Literature Guidelines

Guidelines
As a service to the Galena Park I.S.D. community, the Galena Park Independent School District agrees to distribute materials to students for non-profit youth-oriented programs and organizations only. The following guidelines will be used for approval of non-school literature and flyer distribution on Galena Park I.S.D. campuses. All flyers and/or literature must be submitted to the Communications Department for approval to be distributed. Please allow for a reasonable period (at least three school days) for approval.Non-School Literature Intended For Distribution to Students
- Non-School Literature may only be distributed by non-profit agencies and youth oriented programs. Non-profit agencies must provide a copy of their 501(c)3 tax designation. The decision on what is considered youth-oriented programs is at the sole discretion of the District.
- If applicable, literature must contain age- and/or developmentally-appropriate activities for students.
- Non-School Literature must be approved by the Communications Department prior to distribution.
- Non-School Literature must have the following disclaimer statement printed on the flyer/printed material in bold, capital letters. “THIS ORGANIZATION AND ITS ACTIVITIES ARE NOT RELATED TO OR SPONSORED BY THE GALENA PARK INDEPENDENT SCHOOL DISTRICT.”
- After approval by the Superintendent’s designee, you may contact the campus principal to make arrangements to deliver the materials to campuses. Principals will post and/or distribute materials in any manner they deem appropriate for their campus. The agency must present a copy of the approval letter with items to be distributed to the campus principal/designee.
- Under certain virtual operation conditions, literature may be sent to campuses electronically. However, district employees are not permitted to print or copy non-school literature.
Non-School Literature Intended for Distribution to Teachers- Literature will only be allowed to be distributed if the content indicates that there is a clear and direct benefit being offered to district employees.
- Literature must be submitted to the Communications Department for approval (unless excepted by Policy GKDA (LOCAL).
- Literature must contain the following disclaimer: “THIS ORGANIZATION AND ITS ACTIVITIES ARE NOT RELATED TO OR SPONSORED BY THE GALENA PARK INDEPENDENT SCHOOL DISTRICT.”

School District Rules for Solicitation and Processing of 403(b) and 403(b)(7) Accounts
- First Financial Administrators requires each agent to complete the “Rules for Solicitation” for each upcoming school year
- Agents/Solicitors must comply with all TPA regulations
- Each insurance company {403(b) accounts} and investment company/custodian {403(b)(7) accounts} must be approved by the district/parish and/or state law (where applicable) before payroll reductions will begin
- There will be NO SOLICITATION ALLOWED on campus property
- Agents/Solicitors may purchase an employee directory from Administrative Services, which contains nonrestricted information on employees
- Literature is not allowed to be placed in employee’s mailboxes or dropped off at any campus for distribution or forwarded through interoffice mail or company email
- Agents/Solicitors may not send sales materials or any type of literature to employees through interoffice mail or company email
- Solicitation by use of the district phone or company email is not permitted
- Paperwork for new applications or changes must be submitted to First Financial Administrators, Inc. There will be no payroll changes made without prior TPA authorization
- The forms necessary for new enrollments, increases/decreases, changing carriers, or stopping contributions must be submitted to First Financial Administrators, Inc. All forms must be properly completed by the participant and the sales representative. Any form that is not completed properly will be rejected; the sales representative will be notified promptly. It is the responsibility of the sales representative to contact the employee and, in most cases, the employee’s request for payroll reduction will be delayed until the following enrollment period or until the paperwork has been corrected. (If you are faxing paperwork, it is your responsibility to verify that the paperwork is received by our office. We will not be held responsible for faxes that are not received by our office.)
- All paperwork will be processed according to the date received.
- All 403(b) and 403(b)(7) account contributions will be made through the Third Party Administrator as the agent of the School District
- Any agent/solicitor who violates any of the District’s policies will lose any and all privileges
- Investment vendors will not be granted approval
Employee and Student Coupons and Incentives
- Coupons/incentives for goods or services may be distributed directly to campus principals.
NOTE:
- Galena Park I.S.D. will not be responsible for the copying of flyers, materials, etc.
- If at any time it is determined that previous non-school literature presented for approval contains false information or did not accurately represent the intent of the program, the approval of future material submitted by the requesting organization may be jeopardized.
Request for Dissemination of Non-School Information
According to BOARD POLICY GKDA (LOCAL): DISTRIBUTION OF NON-SCHOOL LITERATURE, written or printed materials, handbills, photographs, pictures, films, tapes, or other visual or auditory materials not sponsored by the District or by a district-affiliated school-support organization shall not be sold, circulated, distributed, or posted on any district premises by any District employee or by persons or groups not associated with the district, except in accordance with this policy.The District shall not be responsible for, nor shall the District endorse, the contents of any non-school literature distributed on any District premises.
Each piece of non-school literature distributed to employees or students must have the following disclaimer. It must be displayed in a conspicuous place on the page.
“THIS ORGANIZATION AND ITS ACTIVITIES ARE NOT RELATED TO OR SPONSORED BY THE GALENA PARK INDEPENDENT SCHOOL DISTRICT.”
Please complete the following information and attach a copy of the materials that you would like to disseminate. Upon approval, you may deliver the approval letter and the approved literature to each campus for dissemination at the principal’s discretion.
